Tier 1 (一档 / 一类行政区域); Per the State Council notice 豫政〔2025〕25号 issued by the Henan Provincial People's Government on 2025-11-20 (approved by MOHRSS). Three tiers: Tier 1 (一类) CNY 2350/month, CNY 23/hour; Tier 2 (二类) CNY 2150/month, CNY 21.1/hour; Tier 3 (三类) CNY 2000/month, CNY 19.6/hour. Tier 1 applies to major cities including Zhengzhou (郑州市市区). Monthly rate applies to full-time workers; hourly rate to part-time workers. Standards include the employee's portion of social insurance and housing fund.
