Xinjiang uses 3 tiers for monthly full-time minimum wage: Tier 1 (一档) 2070 CNY (Urumqi/乌鲁木齐市, Karamay/克拉玛依市); Tier 2 (二档) 1890 CNY (27 counties/cities incl. Yining, Shihezi; Taxkorgan/塔什库尔干 at 1900 CNY); Tier 3 (三档) 1750 CNY (69 counties/districts). Tier-1 part-time hourly rate is 20.7 CNY (Tier 2: 18.9, Taxkorgan 19.0; Tier 3: 17.5). Monthly rate applies to full-time workers and includes the worker's personal social-insurance and housing-fund contributions (三险一金).
