Tier 1 (一档) — Qinghai uses a single province-wide unified standard (no tiers); Qinghai sets a SINGLE province-wide minimum wage with no tier (档) divisions, unlike multi-tier provinces. The current standard, per State Council notice 青政〔2025〕11号, is a monthly minimum of 2080 CNY (full-time workers) and an hourly part-time minimum of 20 CNY, effective 2025-05-01. This replaced the prior 1880 CNY/month and 18 CNY/hour (青政〔2023〕8号), a 10.6% increase.
