上海市人力资源和社会保障局 (Shanghai Human Resources and Social Security Bureau)Tier 1 (一档); Shanghai is a directly-administered municipality and sets a single, unified minimum wage (no sub-tiers), which is the highest in mainland China. Official HRSS Bureau notice raised the full-time monthly minimum wage from CNY 2,690 to CNY 2,740 (+50) and the part-time hourly minimum from CNY 24 to CNY 25 (+1), effective 2025-07-01. The monthly standard applies to full-time workers; the hourly standard to part-time workers. Excludes: overtime pay; heat/night-shift/hazardous-environment allowances; meal, commuting, and housing subsidies; and the employee's own social insurance and housing fund contributions.
